What is central is the danger of "fake news". We mean to deliberately mislead the public by falsely attributing a certain view to an author. Both forms of quotation are correct, verbatim (1.3) as well as (1.2) in the view of a certain author in a work that may or may not be explicitly mentioned
It is important to be aware of these different forms of use of quotations. The 1.3 form of use of citations is not the only scientifically acceptable use of citations.
