CO2 credits: an incentive to reduce but not justification!

CO2 credits are temporary measures to tolerate CO2 production in the perspective of giving producers the opportunity to adjust and phase out their production methods. Compensation payments can only be allowed if all possibilities of avoidance, reduction and recovery have been exhausted in the relevant period of time... It is not a surrender of guilt and obligation to reduce and compensate environmental damage.
