1 A form of constitution with clear rules on how it can be changed
2 A clear definition of the territory
3 A form of election of the policymakers
4 Respect for the human rights of individuals and groups
5 Having an eye for well-being over prosperity of one's own country and environment.
6 Enlargement can only be done in a peaceful way with the consent of all those involved: individuals and groups with a 2/3 majority
