Abstract
This study investigated inclusive education development at three Ukrainian universities: Taras Shevchenko Luhansk National University, Poltava V.G. Korolenko National Pedagogical University, and H.S. Skovoroda Kharkiv National Pedagogical University. The research employed theoretical methods including analysis of academic literature, systematisation, and generalisation to establish theoretical foundations and identify key issues. Modelling designed management frameworks for inclusive education development under martial law and post-war recovery conditions. Empirical methods included surveys, observations, document analysis, and pedagogical experiments. The study identified motivational, cognitive, and reflexive aspects essential for educators in inclusive environments. A specialised course “Fundamentals of Managing the Development of Inclusive Education” was created for teachers’ professional development. Essential competencies were defined including educational process adaptation, inclusive environment creation, individual learning plan development, collaboration with parents and specialists, and emotional intelligence cultivation. Survey findings revealed positive trends such as inclusion awareness and adaptive methodology use, alongside challenges including knowledge gaps, insufficient resources, limited administrative support, inadequate material provision, and shortage of teaching assistants. An updated methodological framework was developed based on pedagogical conditions: socio-cultural educational environment, socio-cultural content in inclusive student training, and practically-oriented environment. The research’s practical significance lies in improving educational accessibility for all students, particularly those with special needs.
